Windhoek, 01 September 2017: The Chief of the Namibian Defence Force Lt Gen John Mutwa promotes and appoints Rear Admiral (JG) Sinsy Ndeshi Bamba Nghipandua as the new Navy Commander.  Rear Admiral (JG) Nghipandua was promoted to a subsequent rank of Rear Admiral following the appointment of Rear Admiral Peter Hafeni Vilho who became the Permanent Secretary in the Ministry of Defence with effect from 01 September 2017.

Rear Admiral Nghipandua was a Commander of Naval Operations in the Namibian Navy, the position he held since 2009. He is a graduate of the Brazilian CIOAW, Rio de Janeiro as a Naval Surface Warfare Officer. He has successfully completed the Senior Staff Course and obtained a Postgraduate Diploma in National Security and Strategic Studies from the USA Naval Staff College, Newport Rhode Island. Admiral Nghipandua has also successfully completed the Command and Staff Course and National Defence College (NDC) programme in Kenya. He holds a National Diploma in Public Administration from the Namibia University of Science and Technology. Admiral Nghipandua was the first black Ship Captain in the Namibian Navy.
