Honourable Billy Mwaningange, born on 25 November 1945 at Eembidi Village in Ohangwena Region, is the current Deputy Minister of Defence since 21 March 2015.
Prior to his appointment as Deputy Minister, he served as the first Regional Councillor of Ondobe Constituency and Governor of Ohangwena Region from 1992 to 2004. He has been a member of Parliament since 2010.
He joined SWAPO in December 1964.
In September 1975, he was appointed as the Northern Eastern (Caprivi and Kavango) Regional Military Political Commissar of the People’s Liberation Army of Namibia (PLAN). He was also assigned by SWAPO to head the Diplomatic Mission in the former Socialist Federal Republic of Yugoslavia, covering other neighboring countries such as Albania, Turkey and Cyprus. During that time, he was responsible for organizing scholarships and training of SWAPO students and military cadres as well as mobilising material support for the Namibia’s Liberation Struggle during 1982-1989.
He returned to Namibia in 1989 and was assigned by SWAPO as Head of Elections Sub –Centre in Ohangwena District. He established the SWAPO Party Regional Office at Ondangwa, Oshikoto Region; covering the two current political regions of Oshikoto and Ohangwena during 1990-1992. He has been a Member of SWAPO Party Central Committee since 1992 to 2013.
Hon. Mwaningange holds a Postgraduate Diploma in International Centre of Public Enterprises, Slovania; Diploma in Management and Development Studies (Legal and Constitutional Affairs) UNIN-Lusaka, University of Zambia; Teaching Certificate Ongwediva Teacher’s College 1965-1968.
He was honoured with High Order of Federal State of Yugoslavia of “Gold Star and Flag” (1989), at Belgrade Accady of Award. The Deputy Minster assists the Minister in executing his/her political functions.
